Economic Parameters for the transitional justice period in Syria

This paper examines the key parameters for Syria’s economic transition during the post-conflict transitional period, drawing on a participatory research methodology based on workshops conducted in five Syrian cities in 2025 as part of the project “Toward Equitable and Sustainable Economic Reconstruction in Syria in the Transitional Period.” The study identifies seven interconnected pillars of economic transformation: governance, justice, participation, transparency, development, sustainability, and decentralization.
The paper argues that economic reconstruction extends beyond rebuilding infrastructure and requires restructuring power relations, wealth distribution, and incentive systems to address the structural drivers of conflict and support sustainable peace. Using a critical political economy framework, it analyzes the challenges associated with each parameter while recognizing diverse local priorities and stakeholder perspectives. The paper concludes with practical short-, medium-, and long-term policy recommendations to promote a democratic, transparent, inclusive, and equitable economic transition in Syria.
