Role Summary
SCPR is seeking a Senior Program Manager to lead the management and coordination of SCPR’s research, policy, and civic dialogue portfolio. In this pivotal role, you will lead SCPR’s program management and coordination function, ensuring effective implementation of program activities, strategic alignment with SCPR’s mission, and accountability to stakeholders. The Senior Program Manager will work closely with SCPR’s senior leadership to guide priorities and ensure delivery across programs. This position offers a unique opportunity to contribute to SCPR’s evidence-based research and civic dialogue work, driving an ambitious portfolio that bridges research with real-world impact on the ground. - Key Responsibilities
- Lead Day-to-Day Operations: Oversee the daily operations of SCPR’s program operations, ensuring smooth coordination of all project components (thematic working groups, fellowship program, volunteer network, etc.) and supporting staff in achieving project goals.
- Governance Coordination: Serve as the primary liaison to SCPR’s senior leadership – organize regular coordination meetings, prepare progress reports, and integrate guidance from leadership to align the project with its strategic vision.
- Program Planning & Oversight: Manage overall program planning, monitoring, and reporting. This includes supervising team performance, ensuring timely implementation of work plans, and maintaining high-quality outputs. You will establish clear plans and report on milestones to guarantee that activities stay on track and on budget.
- Integrate Core Values: Ensure that participatory, justice-centered, and conflict-sensitive approaches are embedded in all SCPR programs and projects. Champion inclusive methodologies and a “do no harm” policy in research and dialogue forums, upholding SCPR’s commitment to ethical, community-driven engagement.
- Communications & Stakeholder Engagement: Oversee the project’s communications strategy and stakeholder engagement. This involves managing outreach to Syrian communities, civil society partners, donors, and media to elevate SCPR’s profile.
- Financial & Administrative Management: Take responsibility for SCPR program budgets, timelines, and deliverables. Work with SCPR’s finance/admin teams to monitor expenditures, prepare budget reports, and ensure resources are used effectively. Keep project documentation, contracts, and timelines well-managed, and proactively troubleshoot any administrative issues that arise.
- Representation and Advocacy: Represent SCPR in external forums, strategic dialogues, and partnership meetings. presenting on SCPR’s progress and insights at conferences, policy roundtables, and donor meetings. Build and maintain partnerships with academic institutions, NGOs, and international organizations to amplify SCPR’s impact and sustainability.
- Relevant tasks: undertake relevant tasks as required by SCPR.
Required Qualifications
- Experience: Minimum 7 years of progressively responsible experience in program or project management, preferably in the research, policy, or civic engagement sectors. Demonstrated success in leading complex programs, ideally in conflict-affected or transitional contexts.
- Education: Master’s degree in a relevant field (e.g. public policy, social sciences, development studies, political science, or related disciplines). An equivalent combination of experience and education in these areas will also be considered.
- Leadership & Strategy: Proven skills in leadership, team coordination, and strategic thinking. Ability to inspire and manage a diverse team, coordinate multi-stakeholder efforts, and align program activities with high-level strategic goals.
- Communication: Excellent communication and interpersonal skills. Proficiency in writing and presenting reports, facilitating meetings, and engaging with a wide range of stakeholders (from community members to donor representatives).
- Experience in the Syrian context: Proven experience working on Syria-related programs or research in conflict-affected settings.
- Language: Fluency in Arabic and English is required (written and spoken).
