Role Summary: Financial Manager
SCPR is seeking a Financial Manager to oversee and strengthen the organization’s financial management systems in a mission-driven, transparency-focused environment. The Financial Manager will be responsible for comprehensive financial planning, budgeting, reporting, and compliance across all of SCPR’s project portfolio. In this senior role, you will ensure that SCPR’s finances are managed with the highest standards of accountability and efficiency, enabling our research and dialogue programs to maximize their impact.
Key Responsibilities
- Budget Development & Monitoring: Develop, manage, and monitor annual and project-specific budgets across SCPR’s portfolio. Ensure each project stays within budget and funds are optimally allocated to support program activities.
- Financial Reporting: Prepare timely and accurate financial reports for management and donors, detailing expenditures, variances, and financial forecasts. Present clear financial analyses to the leadership team to inform strategic decision-making and project planning.
- Compliance & Auditing: Ensure strict compliance with donor regulations, contractual obligations, and applicable legal requirements in all financial transactions. Maintain organized financial records and lead the coordination of annual audits and project-specific audits, addressing any findings with corrective action to uphold transparency.
- Accounting Systems Management: Oversee day-to-day accounting operations, including bookkeeping, accounts payable/receivable, and payroll. Maintain and improve accounting systems and internal controls, and supervise any finance or accounting staff/consultants. Verify that all financial practices meet the highest standards of accuracy and integrity.
- Stakeholder Coordination: Liaise closely with project managers, program directors, and partner organizations to align budgets with program plans and actual spending.
- Relevant tasks: undertake relevant tasks as required by SCPR.
Required Qualifications
- Education: Bachelor’s degree in accounting, finance, or a related field. (Master’s degree and/or a professional accounting certification such as CPA/ACCA is preferred.)
- Experience: 5–7 years of relevant experience in financial management, accounting or grants management, preferably within the non-profit, NGO, or international development sector. Proven experience managing project budgets and donor-funded projects is highly desirable.
- Technical Skills: Strong proficiency in accounting software and advanced Excel/spreadsheet skills for financial analysis. Able to develop financial models, forecasts, and perform complex budget tracking. Familiarity with finance compliance for international donors and audit processes is a plus.
- Analytical & Reporting Skills: Excellent financial analysis capabilities and attention to detail. Ability to translate financial data into clear reports and actionable recommendations for program and executive teams.
- Experience in the Syrian context: Proven experience working on Syria-related programs or research in conflict-affected settings.
- Languages: proficiency in Arabic and English.
- Other: Outstanding organizational and time-management skills. High level of integrity, professionalism, and commitment to accountability and transparency in all aspects of financial management.
