- The bulletin provides an independent assessment of consumer prices and inflation rates in all Syrian regions based on a monthly survey of consumer prices carried out by the Syrian Center for Policy Research (SCPR) since October 2020. The SCPR had developed a methodology for building a price index based on components of the consumer basket, weighting, and market selection (See SCPR’s Consumer Price Index in Syria)
- The aggregate Consumer Price Index (CPI) in Syria recorded a month on month (M-o-M) inflation rate of 1.8 per cent during September 2025. This rate was substantially influenced by the sharp corrective deflation recorded in As-Sweida governorate at 14.5 per cent. This deflation is interpreted as a direct subsequent effect of a previous inflationary shock witnessed by the governorate in July 2025. When excluding the impact of As-Sweida governorate, it becomes evident that all Syrian governorates suffered from high monthly inflation, averaging 3.3 per cent in September 2025.
- An analysis of price variance between the three regions (SYP-Governed Areas (SYP-GA), TL-Governed Areas (TL-GA), and the Autonomous Administration (AA)) at the level of main consumption groups reveals that the “Transport” group was the most variant in prices during September. The “Housing, Water, Electricity, Gas, and Other Fuels” group ranked second, followed by the “Education” group in third place.
- The “Food and Non-alcoholic Beverages” group achieved the largest contribution to the monthly inflation of September prices, contributing alone 49.2 per cent of this increase. It was directly followed by the “Housing, Water, Electricity, Gas, and Other Fuels” group, which contributed 30.1 per cent, reflecting direct pressures on household living costs.
- The Central Bank of Syria continued to fix the official exchange rate (for remittances and exchange) at SYP 11,055 per USD during September 2025. Meanwhile, the parallel market exchange rate showed sharp fluctuations; the Syrian Pound lost 5 per cent of its value during September. After the average exchange rate of the SYP against the USD was approximately SYP 10,770 per USD in the previous August, it reached SYP 11,336 per USD in September.
- The average monthly wage for a university-educated public sector employee (at the start of appointment) in Syria reached approximately SYP 1.14 million in September 2025. Meanwhile, the average monthly wage for a private sector worker was SYP 1.22 million, whereas a civil sector employee recorded SYP 2.58 million during the same month.
- The abject poverty line for a household (as an indicator of food deprivation) at the Syrian national level reached SYP 2.81 million per month in September 2025. The lower poverty line reached SYP 4.41 million, and the upper poverty line reached SYP 6.09 million. Poverty lines recorded their highest levels in the governorates of Damascus, Rural Damascus, Homs, and Aleppo, while the governorates of Deir-Ezzor, Al-Hasakeh, and Lattakia recorded the lowest values for poverty lines during September 2025.
- The bulletin confirms that the wages of all government employees do not cover the minimum primary needs for a decent life. This suffering is further intensified in the Transitional Caretaker Government Areas (SYP-GA) (formerly regime areas).
