The Syrian Center for Policy Research (SCPR) participated in the Second Annual Forum of the Arab Think Tank Network in the Middle East and North Africa (MENA Think Tank Forum), as part of the representatives of Arab think tanks.

The Forum was jointly organized by the Arab Think Tank Network, the Issam Fares Institute, and the Middle East Council, and was held in Beirut from September 15–16, 2025.

The Forum focused on the theme “Arab Perspectives on Global Public Goods (GPGs) and their Governance,” aiming to discuss how global transformations impact the region and to enhance the participation of regional actors in global dialogues to ensure these discussions reflect the region’s needs and priorities.

Over two days, members of the Arab Think Tank Network, alongside representatives from leading regional and international think tank and policy institutions, explored how to conceptualize and prioritize Global Public Goods in the Arab region, with a special focus on Trade and Migration, Development Finance and Capital Flows, and Climate Change.

Attendees discussed the challenges and opportunities available to Arab states in the production, provision, and governance of these goods, as well as potential paths for cooperation, collective action, and participation in policy formulation regarding Global Public Goods in regional and international forums.

The Network also held its First General Assembly, during which members discussed the Network’s principles and strategy and elected the Coordination Committee.
